ECN to launch election results website, mobile app
The Electoral Commission of Namibia (ECN) has announced it will launch an election results website and a mobile application for the dissemination of election results and related information at a date to be announced in due course.
In addition, the commission said the election ballot papers from the Special Voting will be dispatched from foreign missions through secure portals through the international relations ministry.
In a statement issued recently, ECN said results and non-sensitive election materials will be stored at the ECN logistics store under strict police watch until the election on 27 November.
The ECN also noted that sensitive election materials from the Special Voting within Namibia have been sent to police stations in the respective constituencies for safekeeping until 27 November, where the election results from all 33 polling stations will be collated with those from all other polling stations after verification by the returning officer in the constituencies.
“Subsequently, all election results will form a single component of the preliminary results that the returning officers will transmit to the Central Election Results Centre (CERC). The election results from all Namibian diplomatic missions will be verified and collated by the returning officer at the ECN headquarters."
This process will take place concurrently with the verification and collation of election results at all 121 collation centres countrywide, after the close of the polls, ECN said.
Quality assurance
Before the announcement and posting of the tallied preliminary election results, the verifiers designated at each collation centre will verify and validate the results to ensure quality assurance in managing preliminary election results, the ECN explained.
The ECN also explained that in the event an error is detected during verification, the returning officer concerned will ensure that such an error is rectified by the presiding officer at the polling station concerned and reposted at the polling station with the signatures of the counting agents assigned to the polling station.
“In the case where no political party has assigned any counting agent, this will not invalidate the rectification process. Upon rectification, the returning officer shall validate preliminary election results and allow counting agents to sign all copies before announcement and posting at the collation centre."
Returning officers shall also keep all documents as directed and provide a paper trail from the stage of verification and releasing of preliminary election results.
Each returning officer will upload and transmit the preliminary election results to the CERC for national collation and final announcement by the chairperson of the commission.
