Why is Namibia sending 50 people to COP28?

Can someone explain what 50 Namibian officials will be doing during the 13 days of attending a climate change conference in the United Arab Emirates? Namibia barely contributes to the pollution of the environment.

How did parliament approve this international shopping junket? Who are these 'climate change activists' and what contribution will they make there?

How were the participants selected and what will they bring back to a country that is sinking into deepening poverty and a deteriorating culture of meaningless political parties' rallies and habitual state funerals when hospitals and schools are falling apart? What national vision do these international travels speak to?
