The Namibia Revenue Agency (NamRA) has granted stakeholders who would like to be recognised as clearing agents until 30 November to apply.

The agency’s spokesperson Tonateni Shidhudhu announced the new deadline, adding that the applicants will also be allowed to pay licence fees until 31 December.

“All existing authorised clearing agents are urged to pay their renewal licence fee for 2021 with immediate effect to enable them to continue operating as licenced agents until 31 December,” Shidhudhu said.

“All agents and aspiring agents are still encouraged to apply and submit the full set of documentation as required. The application forms are available on the NamRA website and can be submitted to all our regional offices or may be couriered to the trade facilitation division of head office,” he added.

Applicants will be subjected to training before being admitted to another test, he said.

Training

“All new applicants who did not pass the competency test will undergo training before being subjected to another test. The training will be based on the identified areas of shortcoming flowing from impact assessments conducted,” Shidhudhu said.

“New applications may be submitted at any time, accompanied by the requisite documentation,” he added.

“The development of training materials is in progress, with a significant amount of work already finalised. Candidates who were successful during the competency test will receive their completion certificates in due course,” the spokesperson said.

Namibian Sun reported in April that less than 20% of clearing agents who sat for the NamRA test were admitted to become clearing agents.

There are currently 343 active clearing agents who act on behalf of importers and exporters and arrange customs clearance of trade merchandise. Under the NamRA Act, clearing agents must pass a competency test in order to qualify for a licence.

Official statistics provided to Namibian Sun by NamRA indicate that only 29 of the 212 agents who wrote the test managed to pass.
