Several Namibia Football Association (NFA) executive members staged a meeting on Friday night, where they took binding decisions deemed ‘unconstitutional’ by president Ranga Haikali.
“I don't know who they are and on what grounds or constitution they would make any decisions there.
"I have already sent out a planned meeting for next week Friday and Saturday and as far as I know, no one has responded to say they will not attend. That is the only official meeting I am aware of," Haikali told this newspaper over the weekend.
The group, on the other, hand claimed it had enough members to set a quorum and the meeting was constitutional.
Isack Fredericks (//Karas), Netty Cloete (//Karas), Peter Ndjulu (Khomas), Iggy Hainghumbi (Ohangwena), Shali Amakali (Oshikoto) and Robert Shimooshili (Namibia Premier Football League representative) were part of the meeting.
Talks are rife that Shimooshili does not have any voting rights nor does his presence in the meeting meet a quorum, given that the NFPL is not in good standing with the NFA.
Haikali said he had requested a meeting in June, but it did not take place during that time due to Covid-19 restrictions.
“I therefore decided to move it to the weekend of 20 August, and I had not even refused to set any meeting,” he said.
No transport
Sources claim that five members of the exco who were not present did not attend the meeting because they felt it was not constitutional.
Earnest Joy (Kavango West), Kenneth Goaseb (southern stream first division chairman), Tino Haingura (Kavango East) Ferdinand Hausiku (Kavango West) and Haikali are the members who did not attend the meeting.
An exco member who attended the weekend meeting disputed that some of the members did not attend because they were unhappy.
“Some of the members who did not attend the meeting gave excuses that they did not have transport to come and that is why they did not come.
“Robert Shimooshili is a member of the NFA and the NFPL is a member of the NFA and this means he has the right to be in a meeting and can be counted as the sixth person to be in this meeting.
“We did not hijack any meeting but this request was accepted by members to hold this meeting on 18 and 19 June, but it did not take place.
“It is for these reasons that we pushed the meeting to this weekend because of the pending issues,” the member said.
We dare you
“We could not wait for the weekend of the 20th for a meeting to take place because we had to appoint an interim coach sooner because the team is playing on 1 September and we could not wait this long,” the source said.
They further dared Haikali to hold his meeting this week and see whether it would set a quorum.
“The NFA exco is really also not divided as outside people make it look at the moment.”
The meeting decided that Bobby Samaria will continue as the interim head coach of the Brave Warriors.
The audited financial statement for 2019-2020 were also approved.
Dissolvement possibilities
A former NFA senior administrator alleged that as things stand, neither of the two groups can meet a quorum at any meeting they hold, meaning that all decisions taken will be unconstitutional.
“The only possible way that Haikali can succeed in Friday’s meeting is when a member from the other group crosses over and joins his camp.
“If both camps remain divided, the regions can intervene and call for an extraordinary congress to appoint new members.”
An NFA insider who serves on regional platform insisted that the meeting held on the weekend was rushed to take decisions to please those running football from the outside.
“The allegations made by the president are serious and they have to come answer to this.
“These are the kind of things that happen when people do not do things right from the start.
“As regions, we are worried about this and I just feel that the secretary-general must call a meeting and dissolve this exco in order for a new election to take place because this one is divided and can’t take constitutional decisions,” they said.
The feeling on the ground is that the current NFA structures are in shambles.
The current exco does not have a representative from Erongo, Omusati, Kunene, Omaheke, Omusati and Oshana.
“These are some of the reasons I say the NFA has been captured by outside forces and this has even reflected on the current administration,” the insider said.
