A recent parliamentary hearing saw the tabling of the Civil Registration and Identification Bill, which proposes, among other things, that the legal age for obtaining an identity document be changed to 14.

Daniel Kashikola, the deputy minister of the home affairs ministry, tabled the bill in parliament on Wednesday last week, 14 June. According to Kashikola, changing the age from 16 to 14 will ensure learners have their identification documents before sitting for the national exams.

Kashikola added that at 14, young people will have fully developed fingerprints. Furthermore, the ministry is considering implementing other biometric features like facial and iris recognition.
