Kapofi denies promotions for sex claims

Navy has strict disciplinary code
The defence minister has rubbished allegations that female members of the navy are trading sex for promotions.

Minister of defence and veterans affairs Frans Kapofi has dismissed allegations that the Namibia Defence Force (NDF), in particular the Navy, is riddled with sex favours for promotions.

A fortnight ago, Johannes Martin, member of parliament of the Popular Democratic Movement (PDM), alleged in parliament that sexual favours between junior and senior officers influence the promotion process in the navy.

Kapofi dismissed this claim and said the Navy, and the NDF in general, operates on a strict disciplinary code and a clear chain of command with well-defined structures, procedures and processes.

“Matters such as promotions are dealt with in a very orderly and fair manner. Furthermore, such statements attributed to our female sailors is derogatory and deserve condemnation.

“Those female naval officers are professional people serving their country with pride and are not sex objects of whomsoever,” he said.

Above board

Kapofi said a selection board nominates and shortlists eligible candidates for promotion, and subsequently makes recommendations to the Navy Commander for approval.

“Let me start by informing you that out of the 160 members of the navy that have thus far been promoted this year alone, only eleven were from the navy headquarters.

“This is contrary to the allegation made. In 2017, 14 members of the navy were promoted, ten of those are males, while four are females.

“In 2018, a total of 389 were promoted of whom 323 were males while 66 were females. A total of 8 members of the navy were promoted in 2019, of whom 6 were males and 2 are females.

“In 2020, 264 navy personnel were promoted, of whom 222 were males and 42 were females. Lastly, in 2021, 26 members of the navy were promoted, 19 of these were males, while seven were females,” he said.
