5% pay raise for civil servants
The general secretary of the Namibia Public Workers Union (Napwu) Petrus Nevonga yesterday announced that civil servants will receive a salary increase of 5%, effective April 2024, for the 2023/2024 financial year.
He said the negotiations were prompted by the inability of civil servants to sustain their quality of life on their current salaries, as well as their inability to qualify for housing loans.
Negotiations took place between government, Napwu and the Namibia National Teachers Union (Nantu).
"In February, the two unions submitted proposals to the government on the improvements of public servants' salaries and other benefits for the 2023/2024 and 2024/2025 financial years respectively, considering the living conditions of public servants and the prevailing economic situation in the country," Cabinet secretary George Simataa said during the announcement.
He added that the agreement comes during difficult economic times, but is "testimony to common understanding and dedication".
Not worried
Earlier this year, public workers demanded an 8% salary hike across the board, an increased housing allowance for those below management level by 20%, an increase in housing allowance for management by 8%, an increase in kilometre tariff to N$7 per kilometre and an increase in transport allowance of below management by 20% for the 2023/2024 fiscal year.
Civil servants will now get a 20% housing allowance increase, and transport allowance for staff members below management, effective April 2023. This means they will receive back pay in 2024, according to Nevonga.
In addition, management level staff will receive an 8% vehicle allowance increase.
The salary increments will see an increase of N$600 per month for staff members in grades 15 and 14, and a 5% increase on the basic salary of staff members in grades 13 to 1 from April 2024.
Simataa further said government is not worried about the ramifications these decisions will have on the wage bill, but rather looks forward to civil servants’ improved quality of life.
