17 000 jobseekers flood govt job database

Further highlighting the country's unemployment crisis, only 8.6% of jobseekers who registered on government's job database during the 2020/2021 financial year were gainfully employed.
A total of 17 002 jobseekers registered on the Namibia Integrated Employment Information System (NIEIS) during the 2020/2021 financial year, while only 1 420 were successfully employed as a result.
This information was provided by labour minister Utoni Nujoma when he tabled his budget in Parliament recently.
According to him, 398 establishments were visited to solicit employment for jobseekers, while 266 school orientation talks were conducted countrywide.
Furthermore, 2 582 workplace inspections were conducted during the 2021/2022 financial year, with the overall compliance of 1 399 (54%) across different
sectors for both occupational safety and health and condition of employment recorded.
According to the ministry, 1 577 inspections were to verify compliance with basic conditions of employment, of which 1 158 (73%) complied, and 1 005 inspections were to verify compliance with health and safety standards as well the safety of the dangerous machinery, of which only 241 (24%) complied.
Occupational accidents
The ministry further investigated 13 notifications of occupational accidents, of which eight were major accidents and five fatal accidents, during 2021/2022 financial year.
“Investigations of five out of eight major accidents have been completed and investigation reports have been produced, while three major accident investigations are still ongoing.”
The investigations into three of five fatal accidents have been completed. One completed investigation report has been submitted to the Office of the Prosecutor-General for further handling, while two other reports are yet to be finalised for submission. Investigations into two other fatal accidents are still ongoing, according to the ministry.
Labour inspectors also attended to and resolved 3 486 (73%) of 4 793 labour complaints, while an amount of N$2 827 109.01 has been recovered from employers on behalf of complainants. The unresolved complaints (27%) were referred to the Office of the Labour Commissioner for arbitration.
A total of 5 182 labour cases was handled by the Labour Commissioner, of which 1 647 were from the previous financial year. Of the total cases handled, 2 966 disputes were referred to conciliation and
arbitration in all regions and 1 865 were resolved through conciliation.
Further, 596 were resolved through arbitration proceedings and 569 were
referred back for corrections and/or rejected.
Settlement rate
The settlement rate of cases during the conciliation process has been 78% or more, which leaves only 22% cases to be
resolved through the arbitration, which is more of a win-lose situation, the ministry said.
A total of 95 arbitration awards were appealed against and/or taken on review
at the Labour Court.
During the period under review, three industrial actions and two demonstrations were recorded.
