Potentia wins tender to staff Mnyupe’s office
Big jobs up for grabs at new entity
Executive recruitments for the new green hydrogen office are being expedited, as the energy scheme gains steam.
Local recruitment agency Potentia has won a bid to handle the hiring process of eight executive positions for the green hydrogen implementation authority office (IAO) that will be headed by green hydrogen commissioner and presidential economic advisor James Mnyupe.
The bid submitted by Potentia totals N$186 000, with value-added tax (VAT) included. Mnyupe’s appointment was announced on 7 August and three days later, he announced that they have teamed up with Potentia to “turn this visionary programme into a resounding success”.
Mnyupe said: “We are teaming up with Potentia, a renowned hiring agency specialising in identifying exceptional talent. We’re on the lookout for dynamic, passionate individuals who share our dedication to shaping a greener, more prosperous future. If you are ready to make a lasting impact, bring your expertise to the forefront and drive innovation”.
He also announced on LinkedIn the eight executive roles that they will be recruiting and urged interested candidates to get in touch with Potentia via email.
These positions are head of programme management; head of planning, policy and strategy; head of transactions; head of technical and construction; head of contract management; head of environmental, social and governance impact; head of legal, and head of finance and corporate services.
A ninth position, Mnyupe’s executive assistant, is also up for grabs.
When contacted, Potentia owner and managing director Zayanih Dennis said: “We are still engaging with our client. It is still premature to comment”.
Donor funding
Mnyupe explained that the agency’s recruitment is done by the Environmental Investment Fund (EIF), because donors prefer it that way.
“Government never sees the money. EIF is certified by the Green Climate Fund to handle donor money; they do special reporting on all funds received to all donors,” he said.
He also clarified that EIF’s involvement was stipulated in the memorandum of establishment between the donors and government, and was announced at COP27 and again when the Dutch prime minister visited Namibia in June.
The EIF advertised the recruitment tender on 23 June through local newspapers and its social media platforms. It closed on 21 July.
According to EIF CEO Benedict Libanda, the procurement process was carried out in terms of the Public Procurement Act, and EIF received submissions from four bidders: Transfo-Coaching and Consultant, Potentia Namibia Recruitment, Twahangana HR Consultancy and Elite Employment Recruitment.
“It should be noted that in general, the EIF functions as a fund manager with regard to donor funding. As an accredited entity with the Green Climate Fund, the EIF is authorised to receive and manage donor funds,” he said.
Office funds
“With respect to the green hydrogen IAO, the EIF provides administrative and secretarial support to [that office]. This support encompasses financial services, functions, human resources and finance departmental responsibilities.
“It is important to note that the IAO operates with its distinct budget, predominantly comprised of donor funds. The funds allocated for the recruitment agency are classified as office funds, designated under [Namibia’s green hydrogen programme]. These funds are donor-funded and segregated from EIF's financials.”
He added: “We want to emphasise that the EIF, as a financial institution and public entity, upholds the utmost standards of professionalism, transparency, integrity and accountability. Our processes align with relevant laws, policies and agreements to ensure comprehensive compliance.”
