More than 40% of ECCs approved

The environment ministry received and processed 2 511 applications for environmental clearance certificates (ECCs) during the 2023–2024 financial year.

In total, 1 049 ECCs were issued.

During a recent budget motivation speech, environment minister Pohamba Shifeta said more than N$166.9 million has been allocated to the ministry's environment and natural resources programme.

The programme involves the implementation of the Environmental Management Act, sustainable forest management, environmental awareness and economics, and the implementation of various multilateral environmental agreements.

To ensure compliance with the law, the ministry conducted 98 environmental inspections and issued 20 compliance orders.

Progress report

Shifeta added that eight waste disposal sites were gazetted in terms of the Environmental Management Act for the Karibib, Rehoboth, Witvlei, Omaruru and Lüderitz town councils.

Shifeta said as part of the international effort to meet the objectives of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, the ministry revised and updated Namibia's nationally determined contributions (NDCs).

Furthermore, the ministry made significant progress in advancing the development of the carbon market framework, which involved regional public consultation and national validation workshops.

Protecting forests

Shifeta said the ministry has also been taking measures to enhance compliance with the Forest Act.

It issued 15 157 forest permits during the period under review and 1 029 forest inspections were conducted.

Shifeta said 361 roadblocks were set up, and a three-day law enforcement training workshop was held with the US Forest Service to improve effectiveness in the implementation of the Forest Act, regulations and other related legislation.

As part of tree planting efforts, the ministry planted 68 449 tree seedlings at its nurseries, of which 13 071 were donated to schools and public offices.
