Last year, 83 rhinos and nine elephants were poached, highlighting the need for continued investment in anti-poaching measures and enhanced collaboration with law enforcement agencies.Environment and tourism minister Pohamba Shifeta said this at the ministry’s recent annual strategic planning workshop.Shifeta explained that budgetary constraints remain a significant challenge, limiting the ministry’s ability to operationalise key institutions and programmes.“For instance, insufficient fuel for rangers affects our ability to field operations efficiently," Shifeta explained. Moreover, misconduct cases among staff members are also on the rise, requiring proactive engagement by supervisors to foster a culture of integrity and professionalism, he said.Policies Another area of concern is the need for stronger regulatory frameworks in the tourism and gaming sectors.He said the ministry is working on finalising key policies, including the Tourism Bill and the tour guide accreditation and regulation framework, which will help regulate and develop the sector while ensuring that economic gains are balanced with environmental and social responsibility.Shifeta added that the gambling and lotteries boards are also now in place.“While we are still in the process of securing operational budgets, I am confident that these boards will soon be fully operational," he said.
