Steenkamp sets education, sports and arts reform agenda

Education, innovation, youths, sport, arts and culture minister Sanet Steenkamp has outlined a broad policy agenda aimed at revamping the education sector, expanding youth development programmes and repositioning arts and culture as contributors to economic growth.

Speaking in parliament last week during her maiden speech, the education minister pledged to approach her mandate with accountability and a focus on long-term national well-being.

“I recognise the immense responsibility entrusted to me and assure you, and the nation at large, of my commitment to lead with integrity, hard work, and compassion,” Steenkamp said.

Steenkamp stressed she is committed to tackling corruption, wasteful spending and inefficiencies across institutions.

“I will speak truthfully and decisively in parliament, advocating for funding that protects the vulnerable and opposing misuse of resources,” she said.

Among the ministry’s top priorities, Steenkamp highlighted Project Charter, a ten-lever reform plan aimed at addressing systemic weaknesses in Namibia’s education system, including overcrowded classrooms, underfunded facilities and poor learner performance.

She emphasised the ministry’s guiding motto: “Foundation first, excellence always.”

Steemkamp noted that one of the ministry's key legislative priorities is the Teaching Profession Draft Bill, which seeks to standardise and professionalise teaching, lecturing and vocational training.

“The bill was developed through extensive consultation and will bring coherence and professionalism across all levels of instruction,” she said.

To improve physical infrastructure, she announced the accelerated infrastructure development plan (AIDeP), which will prioritise school upgrades and construction projects. Renovation work on the Independence Stadium is also scheduled to begin in the 2025/2026 fiscal year.

Youth empowerment, sports

Steenkamp outlined a series of youth-focused programmes under the ministry’s upcoming integrated strategic plan 2025/2026–2030/2031. Key interventions include the national youth fund, which will provide funding, coaching and mentorship, as well as support for youth agricultural cooperatives and partnerships with training institutions to increase employability.

“Through the directorate of youth development, we will foster entrepreneurship, improve youth health and create more sustainable economic opportunities,” she said.

She also confirmed preparations are underway for the 2025 African Union Sports Council (AUSC) Youth Games in Windhoek to host inclusive and cost-effective games.
