N$425.4m earmarked for commercial SOEs

Commercial public entities are expected to receive N$425.4 million in allocations from the budget following its tabling last month by finance minister Iipumbu Shiimi.Stock-broking firm IJG noted that the economic sector received the third-largest allocation of N$10.6 billion - or 14.6% of the non-statutory budget.“The largest portion of this is made up of the allocation to the ministry of finance and public enterprises, which will receive N$5.85 billion. Of this allocation, N$2.7 billion is earmarked for the Public Service Employers Medical Aid Scheme [Psemas], N$425.4 million is allocated for transfers to public enterprises and N$288.3 million is allocated to the contingency fund,” it said.Commenting on the budget allocation to public enterprises, Simonis Storm noted that there was no change in allocations compared to previous years.“It is business as usual as education, finance and public enterprises and health and social services received the lion’s share of the budget,” it said.AllocationsThe Namibia Investment and Promotion Development Board (NIPDB) will receive N$120 million while the Namibia Institute of Pathology (NIP) and Agribank will receive N$107 million and N$99 million respectively.Agribusdev - which will become a department in the ministry of agriculture - sees its funding for the year equating N$72 million, and under-fire Meatco will receive N$66.7 million.Further, N$12.1 million is earmarked for the repair of Meatco’s abattoirs while the Roads Contractor Company (RCC), which government had planned to place on judicial management, will see a budgetary inflow of N$55.9 million.Education-based lender Namibia Students Financial Assistance Fund (NSFAF) will receive N$1.6 billion and the Namibia Qualification Authority will receive N$46 million, while the University of Namibia and the Namibia University of Science and Technology will receive N$892 million and N$492 million respectively.On the media front, public broadcaster NBC will receive N$310 million, reflecting a N$62.3 million reduction in the allocation it received in 2022. The Namibia Press Agency (Nampa) and New Era Public Corporation - which are the subject of a proposed merger – will each receive N$27.5 million.In the military sector, August 26 is set to receive N$12 million, while Windhoek Maschinenfabrik will get N$11 million.
