Anti-corruption strategy launched
Aims to provide coordinated approach
"The strategy has its origin in several domestic and international instruments and treaties on the fight against corruption and money laundering that our country acceded to," the prime minister said.
The National Anti-Corruption Strategy and Action Plan for 2021 to 2025 has officially been launched to provide a coordinated approach to anti-corruption preventive programmes at all levels of society.
The strategy seeks to foster and promote cooperation amongst the implementing stakeholders in line with the theme ‘nurturing synergy in the fight against corruption for the Namibia we want’.
Prime Minister Saara Kuugongelwa-Amadhila said this launch follows the validation of the strategy and action by stakeholders last October.
According to her, it has already been submitted to both Cabinet and the National Assembly, and Cabinet directed all implementing institutions to incorporate and cascade relevant strategic objectives into their sectoral plans.
Kuugongelwa-Amadhila said the strategy is aimed at promoting systems of integrity, accountability and transparency across all spheres of society.
“The strategy has its origin in several domestic and international instruments and treaties on the fight against corruption and money laundering that our country acceded to.”
She said it is also derived from the Harambee Prosperity Plan II, which calls for the development and full implementation of the National Anti- Corruption Strategy and Action Plan.
Effective governance
It targets continuously promoting effective governance through promotion of synergies to accelerate national development agenda at all levels of our society, the prime minister said.
“Corruption is our common enemy which, if not tackled decisively, may destroy gains Namibia has thus far made, as well as future development prospects.”
She said implementing institutions in all sectors are urged to introduce corruption prevention measures in their policies.
“Corruption can occur in all sectors, therefore, all of us have a duty to contribute to making Namibia a corruption-free nation by implementing the strategic objectives and actions as identified in the strategy.”
Strategic objectives
With eight strategic objectives, the strategy has 95 actions requiring effective implementation by both public and private sectors at national, institutional and grassroots level.
These are: Increasing the level of political accountability and transparency, as well as preventing corruption in offices, ministries, agencies, public enterprises, regional councils, local authorities and traditional authorities.
It also aims to strengthen efforts to deter corruption; conduct extensive anti-corruption education; enhance measures and increase accountability to prevent corruption in the private sector; engage civil society, non-governmental organisations and the media in combatting corruption; prevent corruption and promote accountability in the sports fraternity, and enhance engagement and participation of youth in anti-corruption programmes.
