Nascam boosts royalties for artists amid growing local payouts

The Namibian Society of Composers and Authors of Music (Nascam) achieved a significant milestone in 2023, distributing N$1.6 million in royalties to artists. This marks a broader trend of increased payouts to local creators, reflecting the organization's commitment to supporting Namibian artists.



Increased Royalties and Social Support

The Nascam Board of Directors approved a total royalty distribution of N$2.3 million for 2023, a notable rise from the N$2 million declared in 2022. Of this amount:



N$230,000 (10%) was allocated to the Nascam Social Grant, a new initiative set to provide N$15,000 per qualifying incident for members in cases of death starting January 2025.

N$2,070,000 remains for royalty distribution, with 51.56% earmarked for local creators, a historic first where payouts to Namibian artists surpass those for international works.

Equitable Payouts and Usage Data

Nascam CEO Albert Nicanor emphasized the organization’s commitment to transparency and fairness, explaining that royalties are distributed based on detailed usage data from broadcasters. “Each payout reflects the usage and popularity of the artist’s work,” he said, although specific amounts for the highest and lowest earners were not disclosed.



Challenges and ongoing payments

The CEO acknowledged that the N$1.6 million disbursed so far represents a partial payout. Outstanding payments are being addressed, with delays primarily linked to members lacking bank accounts. To resolve this, Nascam has partnered with MTC Maris System to facilitate payouts.



The 2022 royalty distribution cycle concluded on 31 March 2024, with over N$904,965.77 paid to members. This highlights Nascam’s dedication to meeting its financial obligations.



Compliance issues with broadcasters

Nascam continues to face challenges with non-compliant broadcasters and jukebox owners. Of the 24 broadcasters licensed by the Communications Regulatory Authority of Namibia (CRAN), only 12 have obtained Public Performance Licenses, as required under the Copyright and Neighbouring Rights Protection Act of 1994.



“Non-compliance exposes these entities to penalties for unauthorized music use,” Nicanor warned, noting that Nascam is leveraging legal and collaborative efforts to address these violations.



Digital era opportunities

Recognizing the importance of digital platforms, Nascam is expanding its mandate to include mechanical rights for online streaming. This constitutional amendment, recommended by the Nascam Board, will allow the organization to license streaming services and collect additional royalties for artists.



“Our licensing system ensures that creators are fairly compensated for their work,” Nicanor stated. "By embracing digital rights, we aim to empower artists and adapt to the evolving music landscape."

As Nascam strengthens its operational and legal frameworks, the organization continues to support Namibian artists by ensuring equitable royalty payments, enhancing compliance mechanisms, and exploring new revenue streams in the digital space.



This growing support reflects a robust strategy to foster sustainable growth in Namibia's music industry, empowering local creators and elevating their contributions to the cultural and economic landscape.
