Road fatalities: PDM calls for minibus night travel ban

The Popular Democratic Movement (PDM) has called for a ban on the operation of minibuses like Toyota Quantums and Ivecos between 20:00 and 05:00 to ensure drivers get sufficient rest and reduce the likelihood of fatigue-related accidents.

This proposal comes in response to a tragic accident involving an Intercape bus and a minibus between Otavi and Otjiwarongo yesterday morning, which claimed the lives of two women.

In a statement, the party said the accident underscores the need for immediate action. "It is long overdue that we, as a country, take decisive steps to prevent such tragedies from recurring. The PDM strongly urges the line ministry to implement stricter regulations specifically targeting [mini]buses like Ivecos and Quantums," party spokesperson Hidipo Hamata said in a statement.

Between January and August, Namibia recorded 1 720 crashes, 3 153 injuries and 237 fatalities. It is not clear what type of vehicles were involved in those crashes, and at what times of the day they took place.

PDM proposed the implementation of several regulations to improve safety. These include limiting the number of hours minibus drivers can operate consecutively, enforcing mandatory rest periods and strengthening the monitoring and enforcement of these through the use of digital tachographs and regular inspections.

A tachograph is a device fitted to a vehicle that automatically records its speed, distance and driving time.



‘Significant issue’

"In Namibia, road traffic accidents are a significant issue. In 2023, the country recorded a total of 2 553 crashes, leading to 4 508 injuries and 357 fatalities. [This year], from 1 to 28 January alone, there were 158 crashes, resulting in 335 injuries and 29 fatalities. These alarming statistics highlight the urgent need for effective measures to enhance road safety,” the party said.

“Fatigue is a significant factor in road accidents, especially among drivers of [minibuses] who often push their limits to meet demanding schedules. Many accidents occur during late-night and early-morning hours when drivers are most likely to be tired. Limiting their operational hours will help prevent the kind of tiredness that leads to deadly mistakes on our roads," the statement read.

The party called on the works and transport ministry, the safety and security ministry and all relevant stakeholders to prioritise the initiative.

"Implementing these targeted measures will significantly enhance road safety, reduce accidents and save lives," it said.

PDM further extended its condolences to the families and loved ones of the victims who lost their lives in yesterday’s accident. “Our hearts go out to those who sustained injuries, and we wish them a swift and full recovery. Our thoughts and prayers are with the families of the deceased and the injured during this difficult time. Let us work together to make our roads safer for everyone," the party said.



Enhanced vigilance

Reacting to yesterday's fatal accident, the Motor Vehicle Accident (MVA) Fund extended its heartfelt condolences and sympathy to all the people affected by the collision.

"The fund calls for enhanced vigilance and responsible road user behaviour from all drivers,” it said in a statement, urging particular concern and care especially regarding night-time driving.
